If they weren’t, they would have abandoned them after WoD like every other feature. Really though, these features are just practice for the coming Warcraft pay-to-win mobile games. But I guess having really grindy progress persist between covenants would be too player-friendly. SL’s got a lot of flak, but I only really hated how excessively grindy they were, especially since you lost all progress on changing covenants. I feel like this is one aspect of the game they are learning and improving on… though it’s arguable that the system peaked in Legion.
